German Arms Exports to Ukraine Plummet in 2025
Responding to a query from Left Party lawmaker Ulrich Thoden, the ministry revealed that Berlin authorized the export of arms and military equipment worth €1.14 billion ($1.34 billion) to Kiev between January 1 and December 8, 2025. This represents an almost eightfold drop from the €8.15 billion approved in 2024.
Since the outbreak of the Ukraine conflict in February 2022, Germany has ranked as the second-largest supplier of weapons to Kiev, behind only the United States. However, the ministry’s report—shared by several media outlets on Monday—showed that Berlin approved €8.4 billion in total arms and military equipment exports this year.
This figure is notably lower than the €13.33 billion recorded in 2024 and €12.15 billion in 2023.
Meanwhile, in late October, a media outlet reported—citing internal government documents—that Berlin is planning a €377 billion expansion of its armed forces over the coming years.
The initiative is expected to cover the Bundeswehr’s land, air, naval, space, and cyber divisions, signaling a major restructuring of Germany’s military capabilities.
